Methods of Application for
Gaspar de Portola The detailed agreement 1.0.- Details of the agreement 1.1.- Visits of between 4 and 10 months for tenured professors of the public universities of Catalonia, to the various campuses of the University of California including Berkeley, Davis, Irvine, Los Angeles, Riverside, San Diego, San Francisco, Santa Barbara and Santa Cruz. The visiting professors will have to have the acceptance of the departments that will host them. 1.2.- Visits of between 4 and 10 months for research staff of the Institut de Recerca i Tecnologia Agroalimentāries and healthcare staff of the Xarxa Hospitalāria d'Utilitzaciķ Püblica, XHUP, to the various campuses of the University of California, mentioned in point 1.1. The visiting Catalan researchers must hold in all cases a PhD degree and will have to have the acceptance of the departments that will host them. 1.3.-Visits of 1 to 4 weeks for professors and researchers of the University of California to the Universities of Catalonia or other Catalan centers. The visiting professors and researchers will have to have the acceptance of the departments that will host them. 1.4.-Assistance for the cost of travel for professors from the University of California that come for a sabbatical visit of more than one month duration to one of the public universities of Catalonia or similar visits consistent with the prioritized activities in the context of the framework agreement. 1.5.-Financing of the marginal costs of projects of cooperative research established between professors and researchers from the Catalan public universities, IRTA or XHUP and from the University of California, generated as a consequence of previous visits of the researchers. 2.0.-Management and Administration of the Activities 2.1 .-The Dean of International and Area Studies (IAS) of the Berkeley campus of the University of California, will give logistical support to the activities envisioned in the present agreement and specifically: -manage the necessary steps in the University of California that will enable the professors and researchers to have the status of "visiting scholar" during their visits and will-facilitate the obtaining of the corresponding visas. -manage the internal requirements of the University of California for the visits of professors from that institution to visit Catalonia. -manage the corresponding part of the University of California for the requirements of the cooperative projects. 2.2.-The Office of the Director General for Research of the Departament d'Universitats, Recerca i Societat de la Informaciķ (DURSI) will make an annual public call for proposals in accord with its availabi budget, for grants assigned to Catalan professors and researchers that will allow visits of 4 to 10 months duration to any of the different campuses of the University of California, and for the co-financing of the marginal expenses of the cooperative projects. -manage with the collaboration of the Catalan universities and similar institutions, the visits of the professors from the University of California and Catalonia. 2.3.-The coordinator of University of California/Catalonia programs located in Barcelona will be responsible for maintaining communication between the offices of the Generalitat and the University of California and will carry out those duties as assigned by either party. 3.0.- Selection of Candidates and Proposals 3.1- The actions envisioned in the present agreement will be adapted to the general terms of the framework agreement signed in 1995 between the University of California and the DURSI. Consequently priority will be given to the following themes a mutual interest identified in that agreement: agriculture, technological development, environment, health science, and society and government. 3.2.-The Catalan universities and IRTA will present to the Office of the Director General for Research, the applications for grants for the professors and researchers of their particular institutions and the proposals for co-financing the marginal expenses of cooperative projects developed as a result of the visits of Catalan professors and researchers to the University of California or visits from professors of University of California to the Catalan universities. Healthcare staff of the XHUP will submit their applications to the Agéncia d'Avaluaciķ de Tecnologia Mčdica, AATM, that will send them to the Office of the Director General for Research. 3.3.-The Office of the Director General for Research will make an evaluation of the proposals referred to in 3.2. and will send its prioritized proposals to IAS for approval. The IAS will also collaborate in the acceptance of the Catalan candidates. 3.4.-The IAS will propose the professors of the University of California who want to visit the Catalan Universities, to the Office of the Director General for Research for its approval. The Office of the Director General for Research will participate in the evaluation of these proposals regarding professors who are candidates from the University of California. 4.0.-Financing 4.1.-The Office of the Director General for Research, in accord with its available budget, will be responsible for the grants to the Catalan professors and researchers, according to the conditions established in the annual public call for offers. The minimum amount of the grant will be $2500 monthly. 4.2.-The IAS will receive from the Office of the Director General for Research, as a compensation for the management of the Program in California, a quantity equivalent to 25% of the amount of the award given by the Office of the Director General for Research, to the Catalan professors and researchers in the form of a grant, with a minimum of $500 per grant. This "overhead" will also be utilized by the IAS to compensate the departments of the University of California that host the Catalan professors and researchers during their visits. 4.3.-For the visits of between 1 and 4 weeks for the professors from the University of California to Catalan universities or similar institutions, the Office of the Director General for Research, together with the Catalan universities, IRTA or AATM will co-finance the stays, corresponding to their own institutions, in accord with their available budgets. The University of California will pay the traveling expenses for the visit of the professor. 4.4.-In relation to the professors of the University of California that have arranged to visit Catalan public universities during sabbatical periods or other similar visits, the Office of the Director General for Research will award help for travel in accord with its available budget. 4.5.-The marginal expenses of the cooperative projects between Catalan and University of California researchers will be co-financed as appropriate. |
